Strategy Oversight Committee

In accordance with Chapter 19 of the Governing Statute, the Strategy Oversight Committee (Committee) is established as a subcommittee of the Governing Authority. Its primary purpose is to oversee the implementation of UCD’s strategic plan, and report to the Governing Authority on progress, risks and opportunities relating to the achievement of the strategy’s objectives. Generally, the Committee will guide, review and recommend strategic proposals for decision by the Governing Authority.

Current Strategy Oversight Committee Membership 

Fiona Mullan
Fiona Mullan (Chair)

Fiona Mullan is the Chief People Officer at Bloom & Wild, a UK headquartered ecommerce company. She joined from Ding, a fintech scale up after its sale to Pollen St Capital. Prior to Ding, Fiona spent her career in the US multinational technology industry joining Meta in 2014 where she led the international human resources function. Prior to joining Meta, Fiona spent nine years at Microsoft, most recently leading human resources for Microsoft in Asia Pacific having started her career with Accenture. Fiona was Chairperson of Fastrack to IT, a non-profit organisation and sat on the Board of Make a Wish Ireland. Fiona holds a BA, an MSc, and a Diploma in Information Systems.

 
Jim Clarken

Jim Clarken is CEO of Oxfam Ireland and an Executive Director of Oxfam International. He is Chair of the EU Fundamental Rights Agency and a Commissioner at the Irish Human Rights and Equality Commission. He holds a B. Comm from University of Galway, an MBA from UCC, where he also served as Adjunct Professor, and completed the Chartered Director Programme at the Institute of Directors. Prior to joining the international development sector, Jim worked at senior management and board level in a range of industries serving energy, pharma, environment and start-ups.

Jim Clarken was nominated by the Minister for Further and Higher Education, Research, Innovation and Science.

Stephen Dorgan

Dr Stephen Dorgan is a CEO and Advisor with decades of consulting and boardroom experience.  He spent 25 years with McKinsey & Company where, amongst other roles, he led the UK Healthcare and Operations Practices.  Stephen has worked with hundreds of boards and organisations to transform their performance, and he serves as a trustee of several charities.  A proud UCD alumnus, he holds a BE and a PhD in engineering from UCD, a master’s degree in management from Harvard, and a PhD in quantitative economics from the London School of Hygiene & Tropical Medicine.  He is a Fellow of the Institute of Directors, the Institution of Engineering and Technology, and the Royal Society of Medicine.

Kelly Fitzgerald

Kelly Fitzgerald is an Assistant Professor in the UCD School of Irish, Celtic Studies and Folklore. 

Jimmy Muldoon
Jimmy Muldoon

Jimmy Muldoon is a Senior Technical Officer in the School of Chemistry, and manages the School's Mass Spectrometry facility. He is the Chair of the School's GDPR Committee and is a member of the School EDI and Data Management committees. Jimmy represents University Technical staff on a number of University committees and fora including ACQEC and the Technical Development Network. Jimmy is a B.Sc. and Ph.D. alumnus of The University of Galway (formerly NUI, Galway), and completed a Masters in Management in UCD Smurfit in 2010.

Paul O'Brien

Paul O’Brien is Head of Public Affairs for the Bank of Ireland Group since 2020 where he leads on public policy, Government relations, and external reputation to support the Group’s strategy. He was previously Special Adviser to the Taoiseach for Policy and Programme Implementation (2011-2017) where he lead on the coordination and delivery of the Programme for Government with a focus on economic policy. Paul was also Head of Public Affairs for Drury, a public relations consultancy, and advised a range of leading Irish and multinational clients on their public affairs and corporate reputation strategies. Paul holds an BA and MA in History, and an MSc in Business (Leadership and Management Practice) from UCD. 

Emilia O'Hagan

Emilia O'Hagan is the current Welfare Officer at UCD Students Union. She recently graduated with a Bachelor of Arts in English and Philosophy from University College Dublin. In her role as Welfare Officer, Emilia is responsible for supporting students on a range of issues, including mental health, housing, and financial support. She works closely with university administration and external partners to address students needs, ensuring that the student body is effectively represented in discussion on welfare policy and services.

Prag Sharma

Dr. Prag Sharma is the Head of Emerging Technologies with the Future of Finance Group at Citi. Prag will define and drive Citi's thought-leadership agenda on next-generation cutting/bleeding edge technologies, including Generative and Agentic AI. This is a strategic mandate requiring intensive, cross-functional collaboration across all five businesses, aligning senior expertise in banking, product, risk, and operations to unlock commercial potential in a dynamic, technology-driven market.

Triona McCormack

Tríona McCormack is Vice-President for Strategy and External Engagement at University College Dublin, where she leads on the university’s strategic development, external partnerships, and global engagement. With extensive experience across higher education, public policy, and stakeholder collaboration, she plays a key role in shaping UCD’s strategic direction and strengthening its connections with industry, government, and international partners. Tríona also serves as Chair of the British Irish Chamber of Commerce’s Higher Education, Research and Industry Committee, where she works closely with members to advance collaboration between academia and business, supporting innovation, skills development, and economic growth across the UK and Ireland.  

Terms of reference of the Strategy Oversight Committee:

Purpose

The Strategy Oversight Committee's primary purpose is to oversee the implementation of UCD’s strategic plan, and report to the Governing Authority on progress, risks and opportunities relating to the achievement of the strategy’s objectives. Generally, the Committee will guide, review and recommend strategic proposals for decision by the Governing Authority.

Duties

4.1. It shall be the duty of the Committee to monitor the overall implementation of the Strategic Plan to ensure its effective and coherent implementation, and to consider any matters relating to advancing the high-level strategic initiatives, including:
i. Advising the Governing Authority on the prioritisation of initiatives;
ii. Advising the Governing Authority on appropriate KPIs, including monitoring progress against KPIs to ensure they remain effective measures of success;
iii. Providing strategic guidance and advice to the President in refining the vision for the University, and to the Governing Authority on the operational steps, institutional changes and organisational structures needed to achieve the strategic goals;
iv. Considering and advising the Governing Authority on the need for a longer-term strategy and accompanying financial plan;
v. Referring appropriate matters to other committees of the Governing Authority to ensure the strategy is financially viable and aligns with the University’s Risk Management Framework; and
vi. Performing such other duties as the Governing Authority may assign from time to time.


4.2. In consultation with the President, the Committee shall prepare a work plan for approval by the Governing Authority.
